“Classic Offensive” can lead you to the original mod, an archived download or a community launcher. Before installing, establish which one your intended server supports. Matching the name is not enough to match the files.
Three sources with different roles

Notice the different domains: the original project uses a hyphen; the community launcher page does not. Check the maintainer rather than trusting a similar name.
What is the game trying to reproduce?
Classic Offensive is documented as a CS:GO modification with a classic Counter-Strike direction. That is different from running Counter-Strike 1.6 itself. It also is not the separately named CS:Legacy project.

Before choosing a package
Get the required build from the community you intend to join. Then match its instructions to a release, maintainer and documented requirements. Check whether a download is a full package or a patch that needs an existing installation.
Keep an existing working installation separate until you know how the new package is meant to be installed. Do not borrow a folder path from an unrelated release or assume that owning a base game and installing it mean the same thing.
For players and administrators
Players should confirm the client build and joining procedure. Administrators also need to confirm the server package, dependencies and compatibility. No live server list is presented here because a useful recommendation needs a current compatibility and connection check. A stale address is not enough to organize a session.
